FINKSBURG Comprehensive/Corridor Conservation Plan

In 2000 the Carroll County Department of Planning started the process of creating a new Finksburg Comprehensive Plan. A comprehensive plan for Finksburg was last created in 1981. In 2002 the plan was renamed to The Finksburg Corridor Conservation Plan and later to the Finksburg Corridor Plan.

The Finksburg Corridor Plan took over 10 years to complete. With numerous changes, starts and stops along the way.

The plan was approved on 8/29/2013.

11/21/2013: A public hearing on the Finksburg Plan rezonoings, with the county commissiomers, is planned for November 21st in the County Office Building, room 311 at approximately 10 AM.

At the 9/17/2013 planning and zoning commission meeting a discussion was held about implementation of the Finksburg Plan. The first step may be the rezoning of the above mentioned parcel and many others.

August 29, 2013: Carroll commissioners approve the Finksburg plan. The Carroll County Board of Commissioners voted 4-1 today to approve the Finksburg Corridor Plan. Commissioner Robin Bartlett Frazier, R-District 1, voted against the plan. The approved plan includes the land use designation change to commercial from conservation (at the corner of Rt140 and Rt91) that many objected to at the public hearing.

8/8/2013: The Finksburg Plan was disscussed at a Board of Commissioners meeting. Philip R. Hager, Director, Department of Land Use, Planning & Development was the staff on hand. The agenda item states "This briefing is taking place at the request of the Commissioners and is for informational purposes. This item will be on
the August 29 Board Agenda as an action item. No action is being requested at this time."

7/16/2013: A set of changes were approved by the Planning Commission at their meeting. The land use designation change to commercial from conservation (at the corner of Rt140 and Rt91) that many objected to at the public hearing is still in the current version of the plan.

7/1/2003: A public hearing will be July 1,2013, 6 PM, at the Finksburg Library. This is an opportunity for interested stakeholders to go on record by providing testimony in support or in opposition to specific aspects of the plan. Comments can be provided in person or written. Written comments may be delivered in person, mailed via US Mail, or electronically transmitted via email. 4/16/2013: P&Z Commission sent FCP to 60 day review with a new Conservation to Commercial land use change for the property @ Md. 140 and 91 (NE corner, Cedarhurst Area).

4/3/2013: A community meeting took place 4/3/2013, 6 PM at the Finksburg Library.

1/08/2013: The Finksburg community is invited to an informational meeting on proposed modifications to the Draft Finksburg Corridor Plan. The meeting is Monday, January 14, 2013 at 6:00 pm in the social hall of Sandymount United Methodist Church, 2101 Old Westminster Pike, Finksburg, Maryland 21048.

9/4/2012: The board of Commissioners unanimously voted to remand the plan back to the planning commission. The board of commissioners will be providing suggested changes to the planning commission.

August 9, 2011: at 2:00 p.m. A Joint Board of County Commissioners/Planning & Zoning Commission Meeting to discuss Master Plan & Finksburg Plan has been scheduled on the commissioners agenda.

February 16, 2011: The board of County Commissioners voted 4 to 1 to reject the Finksburg Corridor Plan. Only Commissioner Shoemaker voted in favor of the plan.

February 15, 2011: The Board of Commissioners met with the Planning and Zoning Commission to discuss the Finksburg Plan.

January 11, 2011: At the commissioners and planning commission meeting, the commissioners decided to take additional time to review the Finksburg Plan, prior to the February 18, 2011 deadline to adopt or reject it.

October 19, 2010 At the Planning Commission meeting, the commission approved the Finksburg Corridor Plan and voted to recommend its adoption to the Board of County Commissioners.

October 12, 2010: A public hearing on the draft plan was held by the Carroll County Planning and Zoning Commission on Tuesday, 10/12/2010 at 7:00 p.m. in the cafeteria of Sandymount Elementary School (2222 Old Westminster Pike, Finksburg).

July 20, 2010: The new draft Finksburg Corridor Plan was approved by the Planning Commission for 60 day public review. It is available for review on this web site (click here Note: 39MB, 120 Pages) and at the Finksburg Branch Library (2265 Old Westminster Pike, Finksburg) or Carroll County Department of Planning (Room 204, 225 N. Center Street, Westminster).

June 15, 2010: A new draft plan was presented to the County Planning Commission at a work session.

November 2009: At the FPACC board and general membership meetings Daphne Daly, of the planning department, announced the county plans to move forward with the Finksburg Plan, without the Pathways plan.

October 2009: The Carroll County Planning Commission cancels the Pathways Plan . The state of the Finksburg plan is now in question.

May 28, 2009 - Plan released for 60 Day Review
